Everything you need to know

Hartley Gardens is the name given to a mixed-use allocation in the Tendring District Local Plan. The site is located west of Brook Retail Park and north of St John’s Road and is expected to deliver around 1,700 new homes over the next two decades, along with employment land, community infrastructure, and open spaces.

The principle of development has already been agreed through the adoption of the Local Plan, and this consultation is seeking views on a draft Supplementary Planning Document (SPD) and a series of background documents which provides detailed planning guidance and a masterplan to help shape future planning applications for the site.

The consultation opens on Monday 6th October2025 and will close at 5pm on Monday 17th November 2025.

Paper copies will also be available during usual opening hours at

  • Clacton Library, Station Road;
  • Holland Library, Frinton Road;
  • West Clacton Library, Jaywick Lane; and
  • Clacton Town Hall.

Consultation Events

There will be two public drop-in events, during which people will be able to speak to planning officers, view the proposals, and share their thoughts in person.

The events will take place at:

  • Albert Edward Hall, Legerton Drive, Clacton
    Wednesday 15 October 10am to 2pm
  • Clacton Town Hall, Station Road
    Wednesday 22 October 5pm to 8pm


Deadline for Responses

All representations must be received by the Council no later than 5pm on Monday 17th November 2025.
