Residents in Clacton-on-Sea, Holland-on-Sea, and Jaywick Sands are being reminded that there are just a couple of weeks left to take part in the initial consultation on whether new town councils should be created for their areas.
Tendring District Council (TDC) is currently carrying out a Community Governance Review, asking whether now is the right time to establish one or more town councils for these communities.
Every other town and village in the district, have their own town or parish councils. Residents in Clacton, Holland and Jaywick don’t have their own town council(s). Residents are now being asked whether the time is right to change that — particularly with a new, significantly bigger council on the horizon, and possibly with a main base away from Clacton.
As part of the three-month consultation, hundreds of residents attended public briefing sessions held across the three areas in July. These events gave people the opportunity to learn more, ask questions, and share their views.
With the initial consultation closing on 30 September, residents are being urged to make sure their voices are heard.
Councillor Mark Stephenson, Leader of Tendring District Council, said the review is a chance for communities to consider how they want to be represented in the years ahead.
“We’ve had a great response so far, and it’s clear that people care deeply about how their communities are represented,” he said.
“From talking with residents, I know there are many more people that plan to respond but just haven’t yet. I say to them not to miss out and to make sure they submit their views. Time is getting tight and every voice needs to be heard.
“With big changes coming to how councils operate, this review gives residents the chance to consider whether a town council could help ensure their area continues to have a distinct and meaningful voice.
“Whether you support the idea or not, your views are vital—and we want to hear them. I want to be clear that no decisions have been made.
“If there’s enough support, we’ll move to a second stage later this year to explore the details - and put forward a final proposal for you to consult on.”
Residents can respond by completing the survey included with the consultation letter, or by filling it out online at www.tendringdc.gov.uk/community-governance-review.

A final decision is expected in March 2026, and if approved, new councils could be formed from 1 April 2027.
Town councils help take up issues local to the people living in their areas and can take responsibility for local parks, leisure services, events and facilities. They are also consulted as part of the process for planning applications in the area.
Average Band D homes in the parished areas of Tendring district pay on average just less than £76 per year (which equates to £1.46 per week) for services delivered by town and parish councils locally.
