Senior councillors set out preferred future shape of local government in Essex

Leading councillors at Tendring District Council (TDC) have today (Friday, 12 September) backed a proposal for how local government in Essex could be reshaped—choosing a model that prioritises local identity, strong partnerships, and sustainable services.

The decision follows an invitation from the Government for councils across Essex to submit proposals for Local Government Reorganisation (LGR), aimed at replacing the current two-tier system—Essex County Council and district councils—with a streamlined unitary model.

After reviewing several options, TDC’s Cabinet has endorsed a proposal for five new unitary authorities across Essex. Under this model, Tendring would be grouped with Colchester and Braintree—areas with shared geography, community links, and established working relationships.

The Council’s recommendation is based on five key principles:

  • Localism
  • A strong sense of place
  • Existing partnerships
  • High-quality service delivery
  • Financial sustainability

“This recommendation reflects the majority view of this council, informed by cross-party discussions and a careful weighing of the evidence,” said Councillor Mark Stephenson, Leader of Tendring District Council:

“We believe the five-unitary model best meets the principles we’ve set out and offers the most local, responsive, and sustainable solution for our communities.

“Ultimately, the decision rests with Government, but it’s vital that Tendring has a clear voice in shaping the future – and that we are ready to grasp the opportunities that change may bring, whichever option Government chooses.”

Options for three, four and five new unitaries are being proposed and will be submitted to Government as part of the wider Essex response to the LGR invitation. Details of the options can be viewed at the Greater Essex LGR hub website.

A Government-run consultation will take place later this year before a final decision is expected in Spring 2026.
