A public consultation has been launched today (Monday, 6 October) on proposals to guide the development of a major new neighbourhood on the edge of Clacton.
The site — known as Hartley Gardens — is located west of Brook Retail Park and north of St John’s Road, and is expected to deliver around 1,700 new homes over the next two decades.
The principle of development has already been agreed through Tendring District Council’s (TDC) adopted Local Plan.
This consultation is not about whether the site should be developed, but rather how it should come forward — including the layout, design, infrastructure, green spaces, and community facilities.
Residents, businesses and stakeholders are being invited to comment on a draft Supplementary Planning Document (SPD), which sets out a framework to help shape future planning applications for the site.
Councillor Andy Baker, TDC Cabinet Member for Housing and Planning, said: “This consultation is a key opportunity for people to help shape the future of Hartley Gardens — one of the most significant developments in our Local Plan, and a major part of meeting the district’s housing needs for the next 20 years.
“But this is about more than just building homes. It’s about creating real opportunities, supporting local services, and ensuring new development enhances the quality of life for both new and existing residents.
“We’re setting out a clear and ambitious vision for high-quality homes, green spaces, and the infrastructure needed to support them — and we want to hear from residents and stakeholders to make sure that vision reflects the needs and aspirations of our communities.”
Once adopted, the SPD will help guide future planning applications on the site. The first planning application for Hartley Gardens is expected in early 2026, with development anticipated to begin in 2029.
As part of the six-week consultation there will be two public drop-in events, during which people will be able to speak to planning officers, view the proposals, and share their thoughts in person.
The events will take place at Albert Edward Hall, Legerton Drive, Clacton, on Wednesday, 15 October, from 10am to 2pm; and at Clacton Town Hall, in Station Road, on Wednesday, 22 October, from 5pm to 8pm.
