Greater Essex Councils submit proposals for new Unitary Councils to the Government

Proposals to create new all-purpose unitary councils have been sent to the Government by councils across the county.

Today (Friday 26 September) is the Government’s deadline for submissions from councils, including those in Greater Essex, who are part of the Devolution Priority Programme to put forward proposals, setting out different options for Local Government Reorganisation (LGR).

In total, four different proposals have gone forward to the Government for consideration. Provided they meet the criteria set out earlier in the year, these proposals will go forward for public consultation later this Autumn, with a preferred option likely to be announced by Government in the Spring of 2026.

Southend-on-Sea City Council, along with nine district, borough and city councils, has put forward a plan for five unitary councils.

Thurrock Council’s proposals focus on dividing Greater Essex into four new unitary councils.

Separately, Rochford Council has put forward a different proposal for a four unitary model.

Essex County Council, along with two district councils, is proposing a configuration of three new unitary councils.

All of the proposals, including summaries, are available on the joint LGR hub set up by all 15 Councils earlier this year.

Cllr Graham Butland, Leader of Braintree District Council and Chair of the Essex Leaders and Chief Executives group, made up of all 15 councils said: “This is a real moment for local government in Essex – a key point in the process, and a significant milestone in what will be the biggest change in local government in our county for over 50 years.

“There are four different propositions for the future for local government in Essex for central Government to consider – and in due course, for residents, businesses and partners to have their say on. Each is different but each offers a valid vision for the future. Our councils have all expressed their preferences, now it is over to the Government to decide which go forward to consultation.”

Cllr David King, Leader of Colchester City Council and Vice-Chair of the Essex Leaders and Chief Executive’s Group, said: “It is not just the quality of these submissions which is impressive, or the breadth of options – it is also the quality of the work which has gone into them and the quality of the debate which has shaped them. We have disagreed, but respectfully, and in the spirit of trying to achieve something which improves the quality of services for residents and businesses.”
