Essex County Council news release

Planning permission has been granted for the redevelopment of Clacton Library, paving the way for the creation of a new, multi-purpose community space.

The redevelopment will bring together reading, learning and essential services under one roof.

A new multi-storey building will be built on the existing library site. It will include:

  • a modern library
  • a centre for Adult Community Learning (ACL)
  • local registration services

The development will create a welcoming place where residents can read, learn new skills, find out about local history, access services and connect with others in the community.

The new building will include more functional and modern spaces to support the needs of the community, with the number and variety of library books being maintained.

Local people and businesses helped to shape the new plans and requests for more parking and flexible spaces have been included in the final design.

Temporary arrangements and alternative locations will be put in place to make sure that residents will be able to access key services during the redevelopment. Full details of these arrangements will be shared ahead of construction to help residents plan ahead.

The planning application, submitted by Essex Housing, was approved by Essex County Council on Tuesday 19 August.

Councillor Lee Scott, Cabinet Member for Housing, Planning and Regeneration, said:

“This project is a fantastic step forward for Clacton and a major milestone in our regeneration strategy.

“The new library will be a vibrant hub for the community, and I can’t wait to see the positive impact it will have on the town.”

Councillor Tony Ball, Cabinet Member for Education Excellence, Lifelong Learning and Employability, said: “Approving the library redevelopment is a crucial step towards expanding access to skills and learning through the creation of a new ACL centre for Clacton.

“We’re passionate about making these opportunities available to more residents, and this project will help us do just that.”

Councillor Mark Durham Essex County Councils Cabinet member for The Arts, Heritage and Culture, added: “Libraries are at the heart of our communities, and we’re thrilled to move forward with these plans, which will enhance our services in Clacton and create a more vibrant space for residents.

“The approval of planning permission is fantastic news, and we’re excited to see the transformation take shape.”

The redevelopment is part of a wider programme of regeneration projects in Clacton town centre. Last year, Tendring District Council, supported by Essex County Council, was awarded almost £20 million in government funding to deliver these improvements.

In March, Tendring District Council received planning permission for the neighbouring site. Plans include a new car park, modern homes and a vibrant mixed-use community space.
