Sustainability Appraisal (SA)/Strategic Environmental Assessments (SEA) Regulations require the Council to engage with three main consultations bodies - Natural England, Historic England and the Environment Agency, however, the Council welcomes representations from members of the public including local groups and businesses.

This means that there are no restrictions on who can get involved;

  •  Parish and Town Councils
  •  Councillors
  •  Agents
  •  Individuals who are on the Local Plan consultation database
  •  Other Statutory consultees

What is sustainability?

Sustainability is a process of making decisions which balance economic, social and environmental factors for positive benefit. Sustainability Appraisal (SA) is a tool used to appraise planning policy documents in order to promote sustainable development. Social, environmental and economic aspects are all taken into consideration. Sustainability Appraisal (SA) is a compulsory requirement under the 2004 Planning and Compulsory Purchase Act and the 2001/42/EEC European Directive. This means that the North Essex Authorities including Tendring District must carry out a Sustainability Appraisal particularly at the publication stage of the plan.

The main purpose of sustainability appraisal is to promote sustainable development by assessing the extent to which the emerging Local Plan will help to achieve relevant environmental, economic and social objectives. Sustainability appraisal occurs throughout the plan preparation process, and helps to ensure that local sustainability issues are identified and considered.

The Council is required to undertake consultation on the SA/SEA with statutory (specific) consultees on the publication version of the Local Plan but consulted on this version as early advice is deemed to be good practice. To be open and transparent the Council have also took the decision to open the consultation up to everyone. To aid this process a non-technical summary of the document was produced.
