Polling places consultation

In 2018, we reviewed polling districts and places (these set where people go to vote on Election Days) for the Parliamentary Constituencies of Clacton and Harwich & North Essex (where it falls within the District of Tendring). We tend to follow these for Council and other elections too. Since then we have continued to assess how suitable polling districts and places are. Because we found some issues we are carrying out an interim polling districts and places review:

Harwich and North Essex Constituency

Bradfield

Bradfield Methodist was the designated polling place, and polling station venue for the Polling District of Bradfield Parish (which has the letters DD). Bradfield Methodist Church closed in 2020, so we assessed whether the Bradfield Community Centre, The Street, Bradfield CO11 2UU would be a suitable location for polling stations in the future for Bradfield Parish.

The purpose built Community Centre is within the village of Bradfield. It has ample free parking, disabled access and facilities. The venue is all on one level with no known problems to wheelchair access. The Community Centre operators have said that we would have exclusive use of the whole of the centre on polling days.

So, we propose to use the Community Centre as the polling station for Bradfield Parish in the future. We also recommend that the parish of Bradfield is designated as the polling place for the parish (polling district DD).

Dovercourt

The Adult Community Learning Centre (which was part of the Mayflower School Building) was the designated polling place, and polling station venue, for the Polling District of Dovercourt Vines and Parkeston (Vines) (with the letters CT). This is not within the polling district of Dovercourt Vines and Parkeston (Vines) but within the polling district of Dovercourt Bay (The Hangings).

The Mayflower school own the grounds of the Adult Community Learning Centre. They have changed the entrance area of the school, which means a polling station there cannot operate when the school is open. So they have asked that we look for a different location. We did a site visit in July 2020 to look at The Vibe Youth Centre next to the Adult Community Learning Centre/Mayflower School. It has an accessible entrance and facilities. It is still within the Mayflower School campus area and has its own dedicated independent entrance.

So we recommend that The Vibe Youth Centre, Main Road Harwich Essex CO12 4AH is used as the polling station venue for Dovercourt and Vines (Vines) polling district (CT). It is still outside of the Polling District of Dovercourt Vines and Parkeston (Vines). However, we cannot find a suitable alternative Polling Station location in that polling district. We also recommend that Dovercourt and Vines (Vines) and Dovercourt Bay (The Hangings) become the polling place for Dovercourt Vines (Vines) polling district (CT) to recognise the position.

Clacton Constituency

Pier East

In 2018 the approved Polling Place for Pier East polling district (with the letters AW) was Essex Hall, Town Hall, Station Road, Clacton-on-Sea CO11 1SE. This designation was a clerical error as the Town Hall is in the neighbouring Polling District of Pier West. The approved polling place should have been Church Hall, Christ Church United Reform Church, 6 Carnarvon Road, Clacton-on-Sea CO15 6BU. This is within the Pier East polling district it serves.

We recommend that the venue for Polling Stations for the Pier East polling district (AW) is now changed to Church Hall, Christ Church United Reform Church, 6 Carnarvon Road, Clacton-on-Sea, Essex CO156 6BU. So we also recommend that Pier East becomes the polling place for Pier East polling district (AW).

Pier West

The issue here is a mirror of the issue explained above for Pier East polling district. In 2018 the approved Polling Place for Pier West polling district (with the letters AX) was Church Hall, Christ Church United Reform Church, 6 Carnarvon Road, Clacton-on-Sea, CO156 6BU. This designation was a clerical error as the Christ Church United Reform Church is in the neighbouring Polling District of Pier East. The approved polling place should have been Essex Hall, Town Hall, Station Road, Clacton-on-Sea CO11 1SE. This venue is within the Pier West polling district it serves.

We recommend that the venue for Polling Stations servicing the Pier West polling district (AX) is now altered to Essex Hall, Town Hall, Station Road, Clacton-on-Sea CO11 1SE. We also recommend that Pier West becomes the polling place for Pier West polling district (AX).

Eastcliff East

In 2018 the approved Polling Place for Eastcliff East polling district (with the letters AN) was Clacton Scout Headquarters Valley Road Clacton-on-Sea CO15 6NA. This designation was a clerical error as the Clacton Scout Headquarters is in the neighbouring Polling District of Eastcliff West. The approved polling place should have been Holland FC Clubhouse, Dulwich Road, Holland-on-Sea Clacton-on-Sea CO15 5HP. This venue is within the Eastcliff East polling district it serves.

We recommend that the venue for Polling Stations servicing the Eastcliff East polling district (AN) is altered to Holland FC Clubhouse Dulwich Road Holland-on-Sea Clacton-on-Sea CO15 5HP. We also recommend that Eastcliff East becomes the polling place for Eastcliff East polling district (AN).

Eastcliff West

This designation was a clerical error as the Holland FC Clubhouse is in the neighbouring Polling District of Eastcliff East. The approved polling place should have been Clacton Scout Headquarters Valley Road Clacton-on-Sea CO15 6NA. This venue is within the polling Eastcliff West district it serves.

We recommend that the venue for Polling Stations servicing the Eastcliff East (polling district AN) is altered to Clacton Scout Headquarters Valley Road Clacton-on-Sea CO15 6NA. We also recommend that Eastcliff West becomes the polling place for Eastcliff West (polling district AO).

Coppins (Whitehall), Coppins (Wellesley) and St Johns (North Road)

In 2018 the approved Polling Place for Coppins (Wellesley) polling district (with the letters AH) and Coppins (Whitehall) was Clacton Coastal Academy and for St Johns (North Road) polling district (with the letters BE) was Great Clacton Junior School. In all three cases, the Polling Place is not within the Polling District concerned. Also, the approved venues of Clacton Coastal Academy and Great Clacton Junior School are not in the same County Council electoral division as the Polling Districts. We want to find a polling station venue for electors in the two Polling Districts that is accessible, easy to find and within the same County Council Electoral Division (for County Council elections). So we recommend that the polling station venue for these polling districts will be Great Clacton Community Centre, 16-26 Valley Road, Clacton-on-Sea, CO15 4AR for County Council elections. We also recommend that the Polling Places for Coppins (Wellesley) polling district (AH) and Coppins (Whitehall) polling district (AG) should be the respective polling district and the polling districts of Coppins (Magdalen Green) and St Johns (Tewkesbury) (in which Great Clacton Community Centre is situated).  This would enable those electors to vote at Clacton Coastal Academy for Parliamentary and District Council elections and at Great Clacton Community Centre for County Council elections.  In addition, it is recommended that the polling place for St Johns (North Road) polling district (BE) should be that polling district and the polling district of St Johns (Tewkesbury) (in which Great Clacton Community Centre is situated).  This would provide for electors from St Johns (North Road) polling district to vote for all elections at the Great Clacton Community Centre.

There are less than 100 electors in Coppins (Wellesley) polling district, no electors in Coppins (Whitehall) polling district and 1,500 electors in St Johns (North Road) polling district.
