Changes announced in the Spring Budget 2020

Changes to Business Rate Reliefs and Discounts announced in the Spring Budget 2020

The Retail Discount will be increased from one-third to 100 percent with effect from 1 April 2020. The discount will also be extended to include eligible music venues, cinemas, leisure and hospitality properties with a rateable value of less than £51,000. Local  Newpaper Discount of £1,500 has been extended for an additional 5 years until 31 March 2025. The Pub Relief has been reintroduced for 2020/21. It will provide up to £5,000 discount to eligible pubs with a rateable value of less than £100,000 in 2020/21. This relief is in addition to the retail discount and will apply after the retail discount has been granted. The Government has also announce a £3,000 cash grant per business for any firm that is currently eligible for Small Business Rates Relief. Further details of how this will be processed will be announced once known.

Further to the announcement - the Government have now released legislation confirming that the Retail Discount is now available to all eligible retail properties with no limit on rateable value. With regards to STATE AID for the Retail Discount, the Government are awaiting approval to add this discount scheme as a notified State aid where de minimis limits do not apply. Retail Discount

In the Autumn Budget 2018, the Government announced a new relief scheme for retail properties that have a rateable value of £51,000 or less that are wholly or mainly being used as shops, restaurants, cafes and drinking establishments. Under this scheme, eligible ratepayers will receive a one third discount of their final bill. The definition of retail properties will follow that adopted from the previous retail relief scheme in 2014/15 and 2015/16. The relief will have effect for 2019/20 and 2020/21. It will be the Council's intention to award the relief automatically where the qualifying criteria are clearly satisfied. State aid rules will apply.
 

Business rates public lavatories relief

The government will introduce 100% business rates relief for all public lavatories to help keep these important local amenities open.
 

 Business rates local newspaper discount

The government will continue the £1,500 business rates discount for office space occupied by local newspapers in 2019-20
