Local Restrictions Support Grants and Other Business Grant Schemes

Grant schemes announced by the chancellor of the exchequer as part his general budget announcement on 3 march 2021

The Government will be providing further support to businesses as part of its roadmap for businesses to reopen from the current period of national lockdown.

Restart Grants of up to £6,000 per premises for non-essential retail businesses and up to £18,000 per premises for hospitality and other sectors that are opening later were announced.

It is hoped that these grants can be paid automatically based on information the Council already holds. However, guidance is still awaited and this webpage will be updated once further information becomes available. 

In addition to the above, there remains two ‘live’ grant schemes covering the period up to 31 March 2021 that you can still apply for with further detail set out below:

Current ‘live’ grant schemes

1. Support for those businesses required to close during periods of national or local Tier 2 / 3 / 4 National 'Lockdown' restrictions

From 5 November, the following restrictions relevant to the Tendring district are as follows:

  • 5 November 2020 to 2 December 2020 – National Restrictions were implemented with many businesses mandated to close.
  • 2 December 2020 to 25 December 2020 – Tier 2 Local Restrictions were implemented.

In a Tier 2 area, the Government have indicated that eligibility for this scheme is likely to be limited to a business running a public house, bar or other business involving the sale of alcohol for consumption on the premises must cease to carry on that business, unless alcohol is only served for consumption on the premises as part of a table meal, and the meal is such as might be expected to be served as the main midday or main evening meal, or as a main course at either such meal.

  • 26 December 2020 to 4 January 2021 – Tier 4 restrictions were put in place with businesses required to close being similar to the period of national restrictions above.
  • From 5 January Onwards – National Lockdown Restrictions have been implemented for a period now extended to 31 March. The Government have split this period into two payment cycles’ as follows:
    • Cycle 1 – Covers the period 5 January to 15 February
    • Cycle 2 - Covers the period 16 February to 31 March

As set out in the relevant Government Guidance, weekly amounts have been payable that cover the periods set out above and are based on the following daily amounts:

  • Eligible businesses who operate from a property with a rateable value of £15k or under will receive a grant of £47.64
  • Eligible businesses who operate from a property with a rateable value of between £15k to £51k will receive a grant of £71.43
  • Eligible businesses who operate from a property with a rateable value over £51k will receive a grant of £107.14

In addition to the above, one-off grants of between £4k and £9k are automatically payable to those businesses who have been eligible for a ‘weekly’ payment under Cycle 1.


Application Deadlines

The Government have now introduced the following deadlines:

  • For the Cycle 1 period and all prior periods - applications must be submitted by 31 March 2021.
  • For the Cycle 2 period - applications must be submitted by 31 May 2021.

The above dates are especially important in terms of the one-off grants highlighted above, as these are only payable in respect of the Cycle 1 period. If you have not applied by the 31 March 2021, you would no longer be eligible for these one-off grant amounts.

One application form now covers all 4 of the periods above with the underlying criteria being that the business has been legally required to close and it operates from a property within the rating system.

If you have already applied for a grant under any of the earlier periods of restrictions highlighted above, your application will be automatically carried across to subsequent periods of restrictions if you have remained eligible to receive support under this scheme. There is therefore no need to submit a new application.

In terms of the Cycle 2 payments highlighted above, anyone who has been eligible for a payment for earlier ‘closed’ periods will be paid a further grant covering the period to from 16 February to 31 March with payments due to be paid the week commencing 1 March.

If you have not applied for any of the earlier periods above then please submit an application, which allows you to indicate all of the periods your business has been required to close since 5 November, to ensure we can pay you all of the financial support you are entitled to.

Once an application is received it, we will aim to make one payment covering all of the various periods of restrictions you are entitled to covering the period up to 31 March 2021.

  • Business Support Package for January Lockdown – for the period from 5 January onwards.

2. Additional Restrictions Grant

The Council's second phase of this scheme covers the period from 2 December 2020 to 31 March 2021.

This scheme is primarily aimed at businesses who have been severely impacted by the various COVID-19 local and national restrictions but have not been able to access support for any of the other grant schemes.

The level of grants payable for every 28 day period (or pro-rata where applicable) are as follows:

  • Eligible businesses who operate from a property with a rateable value of  £15k or under will receive a grant of £934
  • Eligible businesses who operate from a property with a rateable value of between £15k to £51k will receive a grant of £1,400
  • Eligible businesses who operate from a property with a rateable value over £51k will receive a grant of £2,100

It is planned to send confirmation emails to eligible business who have applied under all of the schemes above to ensure it is clear what payments they have been eligible for, especially if one payment covers a number of grants / periods.  

 

Grant schemes for periods that have now ended

Local Restrictions Support Grant (Open)

The Government suspended this scheme from 26 December as it was superseded by the periods of Tier 4 and national lockdown restrictions.

However, the scheme is still open for applications from businesses who remained open but were severely impacted by COVID 19 restrictions with amounts payable covering the period from 2 December 2020 to 25 December 2020.


 The Government have now set an application deadline of 31 March 2021 for this scheme


Following feedback from the earlier phase of this scheme, additional business sectors have been prioritised, with the full list of prioritised sectors as follow:

  • Hospitality
  • Hotel
  • B&B
  • Leisure
  • Events
  • Taxi / Travel
  • Suppliers to the above sectors

The level of grants payable for every 28 day period (or pro-rata where applicable) are as follows:

  • Eligible businesses who operate from a property with a rateable value of  £15k or under will receive a grant of £934
  • Eligible businesses who operate from a property with a rateable value of between £15k to £51k will receive a grant of £1,400
  • Eligible businesses who operate from a property with a rateable value over £51k will receive a grant of £2,100

As highlighted above, this scheme is only applicable for the period 2 December 2020 to 25 December 2020. In limited circumstances, it is possible that a business may qualify for a grant payment under this scheme up to 25 December but then not legally required to close under TIER 4 restrictions from 26 December. In such cases, the Council will aim to automatically ‘roll’ their Local Restrictions Support Grant (OPEN) application into the Additional Restrictions Grant scheme below for the period from 26 December 2020 to 31 February 2021. Confirmation emails will be sent to those businesses affected to advise them of this.

OTHER SUPPORT SCHEMES

Business Adaptions Grant Scheme

This scheme is aimed at supporting small and medium hospitality enterprises (SMEs) that operate from a property within the business rating systems to adapt their premises and/or operations in order to continue to operate in a COVID-secure environment and generate income whilst legislation permits them to remain open and/or when restrictions are removed and they are able to reopen.

The level of grants payable are as follows:

  • For eligible businesses to promote that their business is Covid secure, e.g. signage or training/upskilling staff connected to their adaptions or changes will receive a grant of £500
  • For eligible businesses to make improvements, adjustments, or are expanding business premises to assist them in continuing to operate in response to COVID-secure practices and social distancing guidelines in response to the current impact of COVID-19 will receive a grant of £1,000
  • For eligible businesses for costs associated with establishing and running an online presence where the business does not currently have an online presence or enabling the business to diversify operations in order to generate new or enhance existing income streams including the purchase of equipment to enable this, e.g. exterior furniture, shelter, heating, lighting, access improvements/ amendments, internal adaptions etc will receive a grant of £1,500
