Foreword

Planning for new development through the Local Plan process, whether it be new homes, employment sites, schools or shops, is one of the most important functions of a District Council.

Different land uses have a long-lasting effect on the local environment, which makes it essential that sufficient time and effort is invested in the Local Plan process to ensure that only the most appropriate and sustainable sites are proposed for future development, and that all the new policies in the Plan are of the highest standard.

A large amount of new planning and environmental legislation and government guidance continues to emerge with sustainable development being the key theme. A widely used international definition is “development that meets the needs of the present without compromising the ability of future generations to meet their own needs”. Although the idea is simple the task is substantial.

Tendring is an attractive district, within easy commuting distance of London, Colchester, Ipswich and parts of the south-east, which places it under considerable pressures. The challenge now facing the Council is to bring about regeneration and quality of life improvements for all by accommodating growth, providing new employment opportunities whilst protecting the built and natural environment. A strong Local Plan with a focus on meeting the needs of local communities will help achieve this aim.

The First Deposit Draft of the Tendring District Replacement Local Plan was published in May 2004 and generated over 9000 representations during its consultation period. These have been carefully considered and appropriate changes have been incorporated into this Re-Deposit Draft of the Plan.

This version of the Plan promotes policies and proposals for the development and use of land in the District. The support and comment of all stakeholders including local communities, landowners and developers as well as individuals, is important in the production of the final version of the Plan.

The period of consultation on the proposals now published will be from the 7th of November to the 19th of December 2005. Please let us have your views during that time. It is regretted that representations received after 12h00 on the 19th of December 2005 will not be considered.
