TENDRING PARISH COUNCIL

Tendring is the eponymous village and civil parish of the Tendring district of Essex, and prior to that of the Tendring Hundred. The parish includes the settlements of The Street, Goose Green, Tendring Green and Tendring Heath and has 7 Parish Councillors.

The Parish Council currently have a vacancy for a Parish Clerk and RFO, working from home for 30 hours per month, plus any approved overtime.

The Council are seeking a well organised, self-motivated individual with an interest in working with the Councillors for the good of the community, acting as the Parish Council executive officer and principal adviser. Previous experience of the Parish Clerk/RFO role would be advantageous but the opportunity to undertake the appropriate training to become a qualified Parish Clerk will be provided to the right candidate.

The successful candidate will have:

• Good communication and Organisational skills

• Ability to write concise, clear reports, record and produce accurate minutes of Council meetings

• Basic accounting skills to prepare financial statements in accordance with the Council budgets

• The ability to manage payments to suppliers & contractors

• Be able to process correspondence with the Public and external organisations on behalf of the council

• Have the ability to work on their own initiative, possess good knowledge and experience of using Microsoft programs such as Word, Excel and Outlook. Ideally, they will have already obtained or be working towards the Certificate in Local Council Administration (CiLCA).

Applicant(s) should ideally live in or within easy reach of Tendring Village and have a good general knowledge of the local area.

Hours of work are 30 hours per month with a pro-rata annual salary in line with the National Joint Pay Scales Pt14 to Pt19 (£14.21 - £15.48 per hour) with a further 2 hours of discretionary overtime available each month if required. The salary will be determined from that pay scale dependent on an assessment of the candidates current experience.

The successful candidate will be required to attend at least 10 evening Council meetings a year, which are generally held between the hours of 7.30 – 9.30pm on the 4th Monday of the month, plus occasional ad-hoc meetings.

Duties will include:

• Financial management, including bank reconciliations, preparation and update of the annual budget, production of the end of year accounts to audit level, grant funding applications, etc. all in accordance with current prescribed processes.

• Maintaining & regularly reviewing the Council’s compliance with legislation & documentation to ensure that it is up to date & relevant to current guidelines.

• Attendance at regular Parish Council, Annual Parish & interim meetings as and when required.

• The preparation of agendas, reports and associated documents in readiness for meetings, working in close association with the Parish Council Chair.

• Production of minutes and the implementation of the decisions of the Council.

• Ensuring the Council’s responses to pertinent planning applications are dealt with in a timely manner and referred to the District Council Planning Officer for inclusion in the decision-making process.

• Liaison with the public and other agencies.

• Maintenance of public information sources (e.g. notice boards and website).
