A Notice to Owner is a document which contains information about the contravention. This will be sent by the Authoirty to the DVLA registered keeper of the vehicle. A Notice to Owner will be sent if you do not pay or challenge the Penalty Charge Notice .

The Notice to Owner states the grounds for making a formal representation. You may make a formal representation in writing to the Council or via our online website form.
