Option Appraisal is not just about
identifying the cost of maintaining homes and services. It also
examined whether the Council can afford to meet that cost in the
short, medium and longer terms. Income to the Council comes from a
variety of sources. The money from rents is the largest source of
income but there are also grants and borrowing approvals from
central government, capital receipts from right to buy sales as
well as fluctuations in housing subsidy, interest rates and
inflation to be taken into account.
All of this information was fed into a business
plan model so that long term projections can be made with regard to
how much funding is likely to be available. The Council appointed
specialist housing financial consultant Beha Williams Norman Ltd to
develop the business plan model and to provide detailed analysis to
the Housing Options Steering Group with their
Final Option Appraisal Report.
