The
Government requires CBL to be in place by 2010 and is also
encouraging such schemes to be operated on a regional or sub
regional basis.
Tendring is part
of the Greater Haven Gateway Sub Region together with Colchester,
Ipswich, Braintree, Maldon, Babergh, Mid Suffolk and Suffolk
Coastal. The sub region has formed a CBL partnership and has
successfully bid for Government funding to set up a sub regional
CBL scheme from November 2008.
Tendring is
represented on the project board for implementing sub regional
choice based lettings but has been unable to agree with the rest of
the sub region on the appropriateness of the proposals and the
timescale for their implementation. This is due to the fact that
the approach being taken is not able to have regard to Tendring's
unique profile within the sub region of high social housing demand
in relation to the low affordable housing supply.
As a result,
Tendring will not be adopting the sub regional allocation scheme
and implementing choice based lettings from November 2008. Instead,
more research will be carried out to assess the impact that such a
scheme might have on housing need in Tendring.
Before a final
recommendation is made for Member approval, there will also need to
be detailed consultation carried out with service users to assess
their views about whether cross boundary mobility through choice
based letting as a threat or opportunity.
