If you were a secure tenant before 18 January 2005 or were a public sector tenant before 18 January 2005 (and you have been a public sector tenant since that time) you do not have the right to buy until you have spent at least 2 years as a public sector tenant. For anyone else, you do not have the right to buy until you have spent at least 5 years as a public sector tenant. You will only be able to purchase under the scheme if your house or flat is your only home and is self-contained. There are also some other exceptions to the right to buy.

If you are eligible for the right to buy, you will be entitled to a discount based on how long you have been a council tenant, and whether you buy a house or a flat subject to a maximum discount set by the Government. If you buy a flat, we will continue to own the freehold and be responsible for various items, such as repairs to the structure of the building or the door entry system. You will have to contribute towards these items through an annual service charge.
