The Gypsy Sites
Accommodation Study has been commissioned as a piece of technical
evidence to inform (but not determine) the Council's approach to
addressing the future needs of gypsies and travellers in the
Tendring District through the Local Development Framework (LDF).
The final report was originally published in December 2010 and
suggests 4 possible options for the Council to consider. It was
then re-issued in February 2011 with revisions to remove one site
on the instruction of the site
owner.
N.B: Since the original
and revised reports were published, some circumstances have changed
which will affect its findings. These include the sale of the
property 'Reedlands', Gutteridge Hall, Weeley to new owners who are
not gypsies or travellers; and the grant of planning permission, on
appeal, for one pitch at Crockleford Heath, Ardleigh. The Coalition
Government has also recently published draft national policy
guidance on gypsies and travellers which may or may not affect how
the Council deals with this issue in the future. The consultants
Mott MacDonald are in the process of producing an update to the
report to take on board these issues and the various suggestions
and comments received from members of the public.

In February 2011, the Council commissioned Mott MacDonald
to prepare an addendum to the original study to assess some
additional sites, reflect changes in circumstances affecting a
number of sites and take on board some concerns raised by
Councillors and members of the public. This addendum can be viewed

The study along with its addendum will help inform the Council's
approach to gypsies and travellers in preparing the new district
plan for the next 15-20 years which will replace the current Local
Plan which is now out of date. The Council will undertake public
consultation on housing issues later this year and if people have
comments or concerns on the findings of the Gypsy and Traveller
Study, we will be welcoming these comments as part of that
consultation
