LOCAL DEVELOPMENT FRAMEWORK
The current planning system is undergoing a period of major
change. Every local planning authority is under a duty to replace
its Local Plan with a new Local Development Framework (LDF). This
is a requirement of the Planning & Compulsory Purchase Act 2004
that came in to force on 28 September 2005.
Under the Planning and Compulsory Purchase Act, 2004:
Regional Spatial Strategies (RSS) will replace Regional Planning
Guidance (RPG) and Structure Plans;
Local Development Documents (LDDs) will replace Local Plans.
Planning Policy Statements (PPS) will replace Planning Policy
Guidance (PPG).
It is the Council's intention that the Tendring District Local
Plan will be fully replaced by LDF documents by 2010. The Local
Plan was adopted in 2007, it will be saved for three years whilst
the LDF is produced.
Statement of Community Involvement (SCI)
We consulted with all interested parties before adopting the
Statement of Community Involvement.
The Representations Statement (Regulation 31) shows the process
and the comments received.
It is envisaged that the LDF will promote a more accessible and
sustainable planning system in which local communities and other
stakeholders will have more say in the planning issues which affect
their locality.
The Local Development Framework Folder
The Local Development Framework will be made up of a suite of Local
Development Documents (LDDs) which set out the planning policies
and guidance for the District.
There are two types of LDD: Development Plan Documents (DPDs) and
Supplementary Planning Documents (SPDs). DPDs are statutory
documents which undergo independent examination. SPDs are
non-statutory and expand upon policies set out in DPDs. They do not
undergo independent examination.

The two other main documents are the
Local Development Scheme (LDS), which highlights exactly what
DPDs and SPDs will be produced and when, and the Annual Monitoring
Report which tracks annual progress in plan preparation and their
effectiveness.
The Local Development Scheme is the management plan for the
production of all of the documents within the LDF folder and
provides a timetable for the preparation and review of each of the
planning documents.
