What is the
Annual Monitoring
Report?
The Annual Monitoring Report (AMR) is a document required by the
Government that reports on the Council's performance against a set
of national 'Core Output Indicators' and a set of self-determined
'Local Output Indicators'. It also reports on progress in the
implementation of the Council's Local Development Scheme and the
extent to which the policies set out in the Council's Local Plan
(and subsequent Local Development Documents) are being successfully
implemented. In December 2009, the Council published its 5th AMR,
which relates to the 2008/2009 financial year (i.e. 1st April 2008
to 31st March 2009).
Why do we
monitor?
Monitoring development trends and the types of development that has
taken place is essential for local planning authorities to gauge
what is happening now and what may happen in the future and then
compare these trends against existing policies and targets to
determine whether adjustments to policies need to be made.
Monitoring has become an increasingly important aspect of
evidence-based plan-making, which should adopt a positive, future
orientated approach. This will help local planning authorities to
understand the wider social, environmental and economic issues
affecting their areas and the key drivers of 'spatial
change'.
What do we
monitor?
The AMR monitors the amount of housing development and
business/town centre development that has taken place in the
district. It also monitors any change in the quality of the
environment as well as progress on the preparation of the Local
Development Framework.

published?
The next AMR will be available early January 2011 and will relate
to the 2009/2010 financial year.
