Tendring District Annual Monitoring Report (2006-2007)
This is the third Annual Monitoring Report produced by
Tendring District Council. The statistics contained in this
report relate to the whole 2006/2007 financial year (i.e. 1
April 2006 to 31 March 2007).
Monitoring development trends within the district is important to
enable Local Planning Authorities to gauge what is happening now,
what may happen in the future and then compare these trends against
existing policies and targets to determine any changes that may
need to be made to policy. In terms of reviewing the Tendring
District Local Plan and any subsequent Local Development Framework,
the Annual Monitoring Report will form a key source of technical
information.
The requirement for the Council to prepare an Annual Monitoring
Report is now a statutory obligation under Section 35 of the 2004
Planning and Compulsory Purchase Act. Annual Monitoring Reports are
submitted on an annual basis to the Secretary of State to both
inform the Government of progress in the implementation of the
Council's Local Development Scheme and the extent to which the
policies set out in the Council's Local Plan (and subsequent Local
Development Documents) are being successfully
implemented.
The Council is also required to report on its performance against a
number of "Core Output Indicators" to feed directly into the East
of England Regional Assembly's Annual Monitoring Report. The
findings both inform planning policy at the regional strategic
level and indicate how well the guidance contained in national
policy is being adhered to by Local Authorities. In addition,
performance against a number of additional "Local Output
Indicators" is included in the report to gauge the performance of a
number of locally important planning policies.
This Annual Monitoring Report has been prepared in line with
guidance contained in the former Office of the Deputy Prime
Minister's (ODPM) March 2005 publication 'Local Development
Framework Monitoring - A Good Practice Guide'
and
reports on all the core output indicators contained in the ODPM
October 2005 document 'Local Development Framework Core Output
Indicators - Update 1/2005'. The Report also takes account of the
best practice advice contained in the ODPM September 2005
publication 'Annual Monitoring Report (AMR) - FAQs and Seminar
Feedback on Emerging Best Practice 2004/05'.
The
Annual Monitoring Report
relates
to the most up-to-date development plan available at its time of
writing, which was the Tendring District Replacement Local Plan,
Re-Deposit Draft (as amended by the November 2007 binding
Inspector's Report). The Council successfully adopted the Tendring
District Replacement Local Plan (now entitled the "Tendring
District Local Plan 2007") on 11 December 2007. Future Annual
Monitoring Reports will be written to relate to the newly adopted
Local Plan and policies in the emerging Core Strategy as and when
they become available.
