The Haven Gateway Partnership has produced a Master Plan for the "Old Harwich" part of the town. providing a framework to guide large scale waterside development and improvements to the Conservation Area. The Master Plan has been formally adopted by the Council as a Supplementary Planning Interim Document and is incorporated into the Replacement Local Plan.

Following up on the proposals in the Harwich Master Plan for public realm enhancement works a Design Statement has been prepared showing how the Quayside and Gateway areas are to be improved. The proposals involve using high quality materials and street furniture, constructing a new car park for visitors at Gas House Creek and the paving of large parts of the Quayside making it more pedestrian friendly. Most of the car parking on the quay is to be removed.

The proposals have been subject to public consultation and the Design Statement has now been formally adopted as a Supplementary Planning Interim Document
