New plans are being drawn up to safeguard the special character
of a town and a village fronting the Stour estuary.
The two plans are very different and Tendring District Council
(TDC) is keen to make sure that people understand all the issues
involved.
Guidance for the port and waterfront of Mistley is part of the
planning framework that is due to replace the Tendring Local
Plan.
It will update the masterplan for Mistley quayside, which was
included in a previous version of the Local Plan.
The aim of the guidance will be to balance the need for
development and commercial activity with the conservation of
Mistley's heritage.
At the same time, the second plan will look at the conservation
area that spans both Mistley and Manningtree. It is part of a
series of management plans being prepared for all of Tendring's 20
conservation areas.
The management plan will propose ways to enhance both places,
from the repair of historic buildings to the parking of cars.
Proposals might include better shopfronts, signage, paving, tree
planting and traffic management.
TDC has commissioned the conservation area work in association
with Manningtree Town Council and Mistley Parish Council.
Both plans will be prepared by specialist consultants, The
Conservation Studio, which already has experience of working on
conservation issues in the district.
Phil Hornby, TDC's Heritage and Conservation Manager, said: "It
is important to have a vision for both Mistley and Manningtree that
allows for new ideas without losing sight of established
values."
The Manningtree and Mistley Conservation Area was first
designated in 1969 to recognise the town's special character.
The Government recommends that conservation areas should be
looked at on a regular basis, identifying the issues facing that
area and then producing proposals to tackle those issues.
Arrangements are now being made for the Council and the
consultants to hear from people interested in the two plans and
from those who have a view on the way forward.
