Moves are underway to use special powers to control the
number of houses in multiple occupation (HMOs) across
Tendring.
The powers will also help to improve the standard of properties
already in this use throughout the District and enhance
neighbourhoods.
Tendring District Council (TDC) has been looking into the issue
for some time in a bid to reduce the number of anti-social problems
that can be created in certain areas.
It now wants to bring in a rule which will require an applicant
to seek planning permission before any house can be turned into an
HMO.
Paul Honeywood, TDC's Cabinet Member for Housing, said that he
believes many people will back the move - especially those who are
affected by the problems that can arise from a concentration of
HMOs.
"It is vital for any neighbourhood that we are able to support
and manage the delivery of mixed and balanced communities," he
said.
"The creation of a 'bedsit land' in one particular area or
another is not healthy for anyone and it is something that we need
to be able to control.
"We want a situation whereby each and every proposal for an HMO
is considered on its merits taking into account all local
issues."
Cllr Honeywood said that if it all goes through it will not only
mean controlling HMOs in the future but also improving conditions
in neighbourhoods for existing residents.
"It will help to enhance the attractiveness of the area to
visitors, investors and potential new residents," he added.
Cllr Honeywood said that TDC is seeking to introduce an Article
4 Direction which will require planning permission for change of
use into an HMO anywhere in Tendring.
The initiative has already gone before TDC's Planning Committee
where it was approved unanimously. It will now move to the next
stage.
The Article 4 Direction has been advertised and is out for
consultation for eight weeks from December 20 to February 14. If
confirmed it will come into effect 12 months after the notice was
served.
Similar moves have already been successfully made by Manchester
City Council, Bournemouth Borough Council and Portsmouth City
Council.
