The Naze is a substantial landholding that is currently
owned and managed by the Council. It represents an important
strategic asset that can contribute to a number of the Council's
key priorities. Together with its partners the Council wishes to
improve both the day to day management of the site whilst
addressing wider conservation and tourism issues by providing a
high quality public space that will enhance the natural assets of
our coast and countryside. It has the potential to become a really
first class attraction to the District. However, in isolation, the
Council does not have funding to upgrade the facilities. Crag Walk
represents phase 1a of the improvements and has recently secured
the £1.2 million funding to secure its delivery. It represents a
real opportunity to roll out the aspirations for the reminder of
the site.
In this instance the outcome of the appraisal is that disposal is
feasible, subject to consideration of a number of issues including:
obtaining best reasonable consideration or establishing special
purchaser status; the implications of existing lease arrangements;
establishing future provision and maintenance of visitor
attractions; and the potential impacts on revenue in relation to
the public car park and refreshments kiosk/public conveniences.
These issues will need to be carefully assessed in the second part
of the procedure as set out in the Council's Property Dealing
Policy.
