Benefits - What is Council Tax Benefit?


Council Tax Benefit is an income-related benefit to help people on low income pay all or part of their Council Tax.

If you are awarded Council Tax Benefit then this will be deducted from your Council Tax Bill.

You do not have to be in receipt of another state benefit to apply for either or both Housing and Council Tax Benefit

Benefits - What is Second Adult Rebate?

Second Adult Rebate is a form of Council Tax Benefit to help people who are liable for Council Tax and have one or more adults living in the property on a low income.

The rules for claiming Second Adult Rebate are different to main Council Tax Benefit, as the income and capital for the claimant is not taken into consideration; instead it is the income of the Second Adult(s) in the property.

You cannot be awarded Council Tax Benefit and Second Adult deducted from your Council Tax Bill; you will only be awarded one or the other.

However, you will not be able to claim if these other people are:

  • A Partner
  • Joint Owner
  • Joint tenant
  • Someone who pays rent to you
