The Local Investment Plan is the mechanism through which
the Council and the Homes and Communities Agency will jointly
determine the Government's future housing and regeneration funding
allocations to specific projects in Tendring. The first LIP was
agreed and signed by both partners in early 2011. It was one of the
first to be signed in Essex.
Four key areas of Tendring have been identified for
investment/development:-
· Harwich with a focus on the windport development
opportunities
· Jaywick
· Clacton
· Walton
The relative priority of each area will be the subject on
on-going review as the delivery timescales associated with each are
very different. The Plan needs to be flexible to enable partners to
react to changing circumstances and give them the ability to
maximise opportunities as they arise.
The Plan includes details of key investment sites that have been
identified through a range of Regeneration Frameworks for each of
these areas. Many have been the subject of financial and viability
appraisals as part of the development of the relevant Framework
document. In a number of cases they have also been the subject of
soft market testing to establish their attractiveness to the
private sector. In a majority of cases a funding gap has been
identified which through the LIP and further specific project
appraisals the Council will be seeking HCA support.
